White Cardstock or Heavyweight Paper
Scissors
Paper Plate
Yellow Tissue Paper
White Tissue Paper
Black Tissue Paper
Craft Glue
Instructions
Click on Printables and print out the Pattern. Cut out.
Cut tissue paper into approrximately two inch square.
Put small quantity of glue on paper plate
Crumple tissue paper and dip in craft glue.
Start with the smaller areas first, the buckle and the band, and finish with the hat.
